This STA is intended to cover final pre-launch RF verifications for a commercial spacecraft on Mission 1451. Test will be conducted inside the SpaceX Payload Processing Facility (PPF) at Cape Canaveral SFS using a ground-support antenna. Customer will transmit commands from the ground-support device and receive telemetry from the spacecraft to verify final flight configurations. This STA is not for flight operations.

That makes me wonder if they want to push the envelope for launching a heavier GTO satellite while maintaining a low post-MECO fuel reserve for the entry and landing burns. Maybe ignite all three engines at once without the center one being lit first.

Oh, and per Raul's General SpaceX Map, the farthest F9 ASDS landing was 681 kilometers for both Thaicom 8 and Eutelsat 117 West B/ABS 2A.

I don't see how that's possible.  The application sited SLC-40 as an option for Launch Center, as well as LC-39A

Hakuto-R Mission 1?  with Eutelsat 10B ?

KPLO did a TLI of BLT-WSB type orbit but this was very light so plenty of fuel (albeit needed second stage fuel as ballast to reduce acceleration). Perhaps such light but high orbit allowed drone ship to be in normal position circa 640km downrange.

With a heavier payload mass to TLI, they may need all the performance they can get and to go beyond GTO to TLI needs later, faster staging?
