They come directly from Samara.
Just spotted this gets to be the last launch of 2013.
That would be the Soyuz 2.3 and Soyuz 3 variants. Other notional plans included a cryogenic upper stage. It's not clear if it will ever be developed or replaced with a totally new launch vehicle family. I think the latter is more likely.http://russianspaceweb.com/soyuz5.html
