The Chinese name of this satellite is "希望号".
For example,  Mars Lander "Phoenix" will be translated into "凤凰号" in Chinese.
"凤凰" means "Phoenix", "号" is a word usually used in the name of something, but don't have actually meaning.
"希望" means "hope" in English. So I think the name of the satellite -- "希望号", should be translated into "hope".

How do you transliterate the word 'hope' from Chinese to English?
I believe the correct transliteration of 希望 is Xiwang.

Umm, according to http://scitech.people.com.cn/GB/7306379.html , the launch time for FY-3A was 11:02:29 Beijing time. Of course, one may attribute the difference to times of strap-ons ignition and main stage ignition and lift-off.

I got the launch time from this PLA news video available on the Sinodefence.com at http://www.sinodefence.com/strategic/spacecraft/fengyun3.asp. I supose that the static time on the wall display is the launch time.

What strap-on boosters?   The CZ-4 family (A, B and now C) has never used them.

Well Liss, the only way I see to explain this is that the article is in error. On the video you can cleary see the launch time. There are other videos from other Chinese launches with the same information about those launches, so I think that is a reliable source of information.

Is there a holddown period after main engine ignition? That could explain it.

No, The LM series don't have a holddown period. It is just put on the launch pad, and isn't attached to anything. So the rocket will liftoff as soon as the engines generate enough thrust to counter the weight.

The discrepancy between the two times appears to be at most 4.070 seconds, but could be as low as 3.071 seconds. That seems fairly consistent with the time between ignition and liftoff, according to your figures.

长征三号乙 == CZ-3B, 长征三号丙 == CZ-3C
The article says the pad 2 was modified to launch CZ-3C. And CZ-3B is the second launch on pad 2 after the launch of CZ-3C.
