This satellite is known as the Atmospheric environment monitoring satellite or Daqi-1 and it seems to be 'Chinese Aura'. It's different from the Tansat-2 project which involves six satellites in two different SSOs.
Also, July was the scheduled date for factory review and not for launch yet.

Tianqi-14 was namend Jiaxing-1(嘉兴号)
According to this source http://www.3snews.net/smartcity/260000072347.html the next satellites of the constelation will be launched on July 21st (Ruijin-1;瑞金号) and September 20th (Yan'an-1;延安号)

Spaceflightfans.cn has a CZ-3B launch on July 6 but is not listing the payload.

Also, the launch of FY-3E was «delayed» to October.

Spaceflightfans.cn now lists Zhongxing-2E (Chinasat-2E) for a launch on August 6th and Zhongxing-9B (Chinasat-9B) for a launch on September 8th.
