I have a question about Chandrayaan-3 finances?

Good day,
I had a question involving Chandrayaan-3 finances that I tought was interesting but I couldn't find it on the forum.
To send 1kg and land it softly on the moon roughly cost 1 kg
Peregrine Mission One had a payload of 90 kg and cost abouth $108M to land it at a cost of ~$1.2M/kg (example)
Chandrayaan-3, however has cost $89M
But I'm unclear abouth the cargo/payload? Is it only it's 26 kg rover (if so ~$3.4M/kg)
Or is it the entire lander module of 1726 kg (+26kg of rover) (if so ~$50.8K/kg)

Any toughts on this?
This cost apears to be incredibly low for soft landing.

The payload mass should be the important thing. And the cost should be that of the total craft plus launcher.

For payload mass I have the following:
RAMBHA-LP has a mass of 1.3 kg
source
ChaSTE has a mass of 2.5kg
source
ILSA has a mass of 1.8kg
source
SHAPE has a mass of 4.8kg
source
APXS and LIBS are part of the rover (and are counted seperatly)
So 26kg(rover)+1.3kg+2.5kg+1.8+4.8kg=36.4 would come down to ~$2.44M/kg but those are just the science instruments and not the power source.
Would ~$2.44M/kg be closer to the real number?

Chandrayaan-3 lander massed 1700 kg wet, so you have to look at the whole landed mass, not just the rover.

The cost/kg should be the instruments plus housekeeping, not the delivery vehicle and it's fuel.
