According to statistics published by Roscosmos at the very beginning of 2022, there were 102 operational civilian and dual civilian/military satellites in orbit (including Glonass). This latest list clearly includes military satellites because two of the companies (KB Arsenal and CNIIHM) only produce such satellites. Moreover, the only operational satellite that NPO Mashinostroyeniya had in orbit in early 2022 was Kosmos-2553 (Neitron/14F01). Still, a total of about 70 purely military satellites seems rather steep.

Quite puzzling is the inclusion of PO Polyot (based in Omsk, Siberia), now an affiliate of the Khrunichev Center. The last satellite it is known to have built was Kanopus-ST, which failed to separate from its launch vehicle in December 2015.  Since then it has focused entirely on the serial manufacture of Angara rockets and there have been no indications in recent years that it is still involved in satellite development. The only candidate that comes to mind is Kosmos-2555, the mysterious satellite launched by Angara-1.2 in April (also identified as EO MKA) that re-entered after just a few weeks without maneuvering. PO Polyot’s involvement would make sense if this was a dummy payload to test Angara, but there are several factors contradicting that idea. First, the first satellite of that type (Kosmos-2551) was orbited not by Angara, but by a Soyuz-2-1v. Second, there are hints that these were prototypes of a future satellite and that they were designed and built by other companies.
