According to Roscosmos, just Fregat — https://www.roscosmos.ru/25702/

They could just be using "Fregat" as a generic name, rather than specifically meaning Fregat not Fregat-M. There hasn't been a launch with a "standard" Fregat since 2012 - and of the three launches that have used it since 2009, two were from Kourou and the third was a Soyuz-FG. It's not impossible, but it seems unlikely.
