All current Fregats are been modernized, even those without "M".
But NPO Lavochkin separates in its press releases, Fregat-M at the CSG and Fregat at the Russian launch sites.
In the "Novator" magazine, too, there is clean separation. The Fregat-M is adapted for the launch at the CSG, without saying exactly what was changed.
