Second photo is likely the First stage name and serial number. Otherwise it is an equation.

As of December 2019, this was expected to launch in March 2020:

Galactic Energy is located in Beijing, so they should not have seen much impact by the virus.

According to reports the satellite on board this flight is Tianqi-11, from the same series of LEO IoT communications satellites that has been launched on various flights over the past 2 years.

Target orbit is 500 km high, 97.4° incl. SSO with launch azimuth 191.6° and a projected launch phase of 900s long and 4700 km down-range distance.

Apparently it also got a mission name a la Rocket Lab: "I believe I can fly".  :P
