I’m thinking it might be RTLS.

North 28 29 11, West 80 32 51 is the location usually listed for LZ-1 RTLS and appears on this application.

Not only on RTLS applications, but sometimes is the only transmitter listed for RTLS.

Mid-inclination Starlink mission named "Starlink-26" by which it seems likely they mean v1.0 L25, but also possibly L26 based on the use of that numbering elsewhere. Proposed start date is 2021-05-13. Apparently the Starlink RF Missions don't include this one?

There were a couple permit requests yesterday that say they're for the next commercial crew mission.  The NET end of August dates would be a better match for Inspiration 4.

Inspiration 4 is crewed and is commercial making it a commercial crew mission. It doesn't say it is a 'Commercial Crew Program' mission. ;)

One doc capitalises Commercial Crew but the other doesn't. Neither use the word program after commercial crew.

Might there be tendency to approve it more promptly (and less scrutiny?) if they mistakenly think it is for an important government program than if they think it is for space tourists on a jolly?
