NROL-55, whose launcher is an Atlas V 401 (AV-058), is now scheduled for October 8 and, as usual, there's no targeted time of day yet due to NRO classification.

The MUOS 4 launch window is actually 6:07 AM to 6:51 AM (10:07-10:51 UTC). I got that from the Rocket Launch Viewing Page on launchphotography.com

MUOS 4 has been delayed to September 2 with a launch window from 5:59 AM to 6:43 AM EDT (09:59-10:43 UTC). ULA just announced that not too long ago.

SpaceX CRS-8 & BEAM are tentatively scheduled for November 15 (NET).

For a typical launch, a launch window is announced and the launch can occur at any point in that window - in most cases they will usually try to launch at the start of the window so there is plenty of time to resolve any anomalies during the countdown. The length of that window is driven by the target orbit parameters, mass of the spacecraft and performance margin of the rocket.

The "windows" (which we usually refer to as "launch periods") announced for NRO launches (and a few other military satellites) are different. While they do include the launch window they are arbitrarily longer - typically starting and finishing on an hour or half hour - in order to obfuscate the actual launch window. They can only actually launch during the window itself, which is often narrowed down a few days before launch.
