 As far as I can gather from google translate and the linked pages, this is a concept for an SSTO spacecraft by a Mr. Victor Grebentchikov. This is apparently for 'Aerospace Research Keeping LLC', but as far as I can tell that company consists solely of Mr. Grebentchikov and that website.

 That's as far as I got before the horrible background colour genuinely gave me a headache. 'Desperado_Daddy'; if you are Mr. Grebentchikov, and I assume you are, please change it.
