At any sort of reasonable latitudes of Mars, this would be such a wonderful problem to have. Water, liquid or ice, is unstable at any depth below ~ 40 degrees latitude.

With the low air pressure I think you could build a thin carbon or ceramic skeleton for turbine blades and a Mylar skin and build wind turbines very large. I’d guess optimization of the shape would be different than we see hear due to low air pressure and potential high speed wind. The math shouldn’t be too complex, similar to earth with some basic adjustments.
