In related news, the State Council Information Office of the People's Republic of China is due to hold a news conference tomorrow (June 16, 2016) regarding an upcomning release of a white paper about BDS.
According to China Radio International, a state-run radio service, during the conference, the information Office will be giving further details of the white paper and the BeiDou satellite navigation system.

You are certainly correct. Lack of transparency is a common problem among all Chinese space related projects - might they just don't know how to present information to the general public.

Yes, 10 years ago the final Beidou constellation was planned to include by 2020 35 satellites: 5GEO 3 IGSO and 27 MEO

I found it on the above link. No idea how this (confidential information, at least in the eyes of Chinese government) leaked out. I think the information is credible except the misprint you have pointed out.

China's navigation system gets powerful chip to improve positioning
BEIJING: A new powerful chip technology has been introduced in China's national satellite navigation system to provide high-precision positioning.
The chip, which will be attached to the satellites of BeiDou Navigation Satellite System, was unveiled by the Global Navigation Satellite System and Location Based Service (GNSS & LBS) Association of China (GLAC).
The positioning accuracy of the chip reaches at sub-metre level without ground-based augmentation, state-run Xinhua news agency reported.
The chip, developed by Shenzhen-based Allystar Technology, has been earlier used in unmanned driving systems, wearable devices, precision agriculture and smart logistics.
The chip supports the new generation of BDS-3 satellites for high-precision navigation and positioning, the report said.
Besides navigation, China also uses BDS for its military applications to avoid dependence on America's Global Positioning System (GPS).

It looks like that both CAST and CAS' Shanghai Micro-satellite Center are building satellites for the operational global system, with the two scheduled for launch this month coming from CAST and the two launching next month or so coming from CAS.
How many will the two build respectively, and of what type?

The first two Medium Earth Orbit (MEO) satellites of the third generation of BeiDou satellite navigation System (BDS-3) were successfully launched on November 5, 2017. This historical launch starts the new era of the global navigation satellite system of BeiDou. Before the first two satellites of BDS-3, a demonstration system for BDS-3 with five satellites, including two Inclined Geosynchronous Orbit satellites (IGSO) and three MEO satellites, was established between 2015 and 2016 for testing the new payloads, new designed signals and new techniques. In the demonstration system, the new S frequency signal and satellite hydrogen clock as well as inter-satellite link (ISL) based on Ka-band signals with time-division multiple addresses (TDMA) were tested. This paper mainly analyzes the performances of the demonstration system, including the signal-to-noise ratios, pseudorange errors and the multipath errors of the civilian signals of BDS-3. The qualities of signals in space, time synchronization and timing precision were tested as well. Most of the performances were compared with those of the regional BeiDou satellite navigation system (BDS-2). At last, the performances of positioning, navigation and timing (PNT) of the future BeiDou global system (BDS-3) were evaluated based on the signal quality of the present demonstration satellite system.

Last 4 MEO sats of 2018 are launching on 2 flights next month. GEO birds are launching in November and potentially December but later not confirmed.

Now BDS 2 IGSO7 (C16), as well as BDS3 MEO1-S (C19) and MEO2-S (C28) are operational.
BDS 3 MEO1 and MEO8 have also reappeared at C47 and C48. Previously they had disappeared back in June when MEO1-S and MEO2-S replaced their PRNs.

Confirmed that a Septentrio receiver in San Francisco is tracking a healthy C19 satellite on B1 only. Receiver will need firmware update to receive the new B2 and B3 signals.

China's BeiDou Navigation Satellite System (BDS) has started to provide global service, said BDS Spokesperson Ran Chengqi on Thursday.
At a press conference of the State Council Information Office, Ran said the construction of the BDS-3 primary system had been completed.
"This signifies that BDS has officially entered the global era as the BDS expands from a regional system to a global navigation system," Ran said.
"From now on, no matter where you go, BDS will always be with you," said Ran.
The positioning accuracy of the system has reached 10 meters globally and five meters in the Asia-Pacific region. Its velocity accuracy is 0.2 meters per second, while its timing accuracy stands at 20 nanoseconds, according to Ran.
By the end of 2018, there were a total of 33 BDS satellites operating in orbit, including 15 BDS-2 satellites and 18 BDS-3 satellites.
China plans to launch another 11 BDS-3 satellites and one BDS-2 satellite in the coming two years to form the complete global network, which will further enhance the global service performance, Ran said.

Today, together with other documents, we are releasing the new BDS Open Service Performance Standard (version 2.0). After being tested and evaluated globally, the BDS service performance standards are as follows:
System service coverage: global
Positioning accuracy: 10 meters horizontal and 10 meters vertical (95% confidence level);
Velocity accuracy: 0.2 meters per second (95% confidence level);
Timing accuracy: 20 nanoseconds (95% confidence level);
System service availability: better than 95%.

Why are the next MEO launches so late in the year? Did the rapid launches catch up with the satellite production?
Curious why they would launch the IGSOs before the rest of the MEOs.

Beidou 3 MEO satellites with PRN C19 through C24 has been added to the almanac. C22 is unhealthy and 13 MEO birds are healthy: three Beidou 2 and ten Beidou 3.

Worth noting that the old 2016 Beidou 2 ICD for B1 and B2 signal does not support PRNs above 30 in the almanac. However the 2018 B3 ICD expanded the PRN range and the almanac size.
So it will be interesting to see how long it takes for them to add PRN 31-37 to the almanac as they might be having to modify software and GNSS receivers to support it. I also expect they will need to release revision to the B1/B2 ICD.

Could be data server to the website is offline/crashed. This has happened before. Otherwise update underway. Some are planned as the constellation furthers completion.

The launches will help complete the BDS global network by 2020, said Shang Zhi, director of the Space Department of the CASC, at a press conference, where the Blue Book of China Aerospace Science and Technology Activities was released.

44543 is at position C-3 since 01-Oct-2019, and 44542 is expected at C-5 today. After this, all the eight positions in plane C are filled with Beidou 3 generation spacecraft.
In plane B, Beidou-2 M6 has left position B-4 in October and moved to the B-3.5 intermediate position. Slots B-2 and B-4 are now empty, others are filled with Beidou 3 generation spacecraft.
In Plane A, six positions are filled with Beidou 3 generation spacecraft. Beidou 2 M4 is located at A-8 and Beidou 3 M2-S is at A-6.
We are at two launches before the full Beidou 3 constellation.

Compared with BDS-2, BDS-3 aims to offer users better navigation signals and higher precision with a series of new technologies. For example, the spaceborne atomic clock of BDS-3 is upgraded for higher performance, a Ka-band inter-satellite link is adopted for inter-satellite ranging and communication, and new B1C and B2a signals are broadcasted in addition to B1I and B3I signals (compatible with BDS-2). In addition, a 9-parameter model based on a spherical harmonic function is employed for ionospheric delay corrections. Using the observation data from 18 satellites within the basic system, this paper conducts a comprehensive evaluation of the pseudorange measurement characteristics, signal-in-space (SIS) accuracy of navigation messages and global service capability of BDS-3. The results indicate that the pseudorange measurement multipath effect and observation noise of BDS-3 satellites are better than those of BDS-2; additionally, with the support of inter-satellite links, the user range error (URE) of the BDS-3 satellite broadcast ephemeris is better than 10 cm, the precision of the broadcast clock parameter is better than 1.5 ns, and the SIS accuracy is better than 0.6 m overall. Different from the traditional K model, the 9-parameter ionospheric BDS-3 model can provide ionospheric delay corrections better than 70% for worldwide single-frequency users. The service capability evaluation of the basic system consists mainly of the improved accuracy of the B1I and B3I signals according to BDS-2 as well as the global positioning accuracy of the new signals. These results prove that the BDS-3 basic system has achieved the design goal; that is, both the horizontal and the vertical global positioning accuracies are better than 10 m (95%). In the future, 6 MEO satellites as well as 3 GEO satellites and 3 IGSO satellites for regional enhancement purposes will be deployed for full operation;

The 41st BDS satellite, launched on Nov. 1, 2018, is operating in geostationary orbit, and the 49th satellite was sent into inclined geosynchronous Earth orbit on Nov. 5, 2019. Both of them were developed by the China Academy of Space Technology under the China Aerospace Science and Technology Corporation.
The 50th and the 51st BDS satellites, launched on Nov. 23, 2019, are operating in medium Earth orbit, and were developed by the Innovation Academy for Microsatellites of the Chinese Academy of Sciences.
Over the past two years, China has successfully sent 28 BDS-3 satellites and two BDS-2 satellites into orbit.
China plans to launch another two BDS satellites into geostationary orbit in the first half of this year to complete the global network.
