One explanation why launch code is 07-83 and not 07-82 could be that Beidou-3 MEO3/MEO4 was initially supposed to launch before this one (to be confirmed after next Beidou launch)

Yes.  All TLEs are found free on www.space-track.org.  You just need to create an account.  TLEs are not to be disseminated without the prior approval of USSTRATCOM but the info here is free to post.

I continue to be confused by this constellation - if it is SIGINT, why is it only at 35 degree inc?
Makes it unlikely that it is a global system aimed at e.g. US and Russia

-  Operating in conjunction with a polar constellation?

-  Targeted specifically at India?

-  Targeted at South China Sea naval activities?

-  Actually a comms constellation to support users in China only?

I've read somewhere here that the satellites with Yaogan 30 (15.05.2016) work together.

That is correct as stated in an article by Chinese state media during the first launch.

Is it correct that the three triplets work with YG-24 and GF-9 too? Or only YG-30? Why?

Long March-2C launched three Yaogan-30 03 satellites

A Long March-2C rocket launched the third group of three Yaogan-30 remote sensing satellites from Xichang Satellite Launch Center, Sichuan province, on 25 December 2017, at 19:44 UTC (03:44 local time). According to official sources, the satellites entered their preset orbit.

it is quite possible that they work together but all we know from the State media and the forums in China is that YG-30 operates with the YG-30 Groups and that we may see additional launches for this Constellation in 2018 to further expand coverage in this multi inclination constellation.

Capture from SciNews's excellent video (this user must have some great sources). Shows the three satellites as 07, 08 and 09.

I'm guessing this numbering is the manufacturer's and applies to the CX-5 name  (Chuangxin-5 07 xing, etc)
rather than to the YG-30 name which always seems to be used with the 'zu' (group) numbering, YG 30 hao 03 zu 01 zing etc.

I doubt it very much because orbital heights are different and hence there is no synchronization in movements of YG-24/GF-9/YG-30 optical birds with the three triplets which are not optical per official statements.
Yet I'm open to a possibility of three additional launches to bring the constellation to six planes x three satellites.

I'm also skeptical, does someone have a link to the original claim? Seems like it could be a confusion with a statement that the YG-30 Groups would work with each other (as opposed to with the original YG-30)
