Missile Defense Test 'Realistic', Syring Insists

That cutting-edge threat includes a high-performance target. “It flew at a higher altitude and a longer range and a higher velocity” than any target in previous tests, said Syring. It’s the first time the US missile defense system has actually been tested against a target with the performance characteristics of an ICBM, which is the threat that inspired its creation in the first place, three decades and at least 123 billion dollars ago.

With a twinge of exasperation, Syring also refuted suggestions that the test was a set-up, with the defenders knowing exactly when to fire and where to aim. “The target absolutely does not have a homing beacon on it, despite what some have written,” he said. The missile defense system “was not notified when the target was launched,” instead having to rely on radars and satellites to detect the missile’s take-off and compute its path, just as they would in a real-war scenario.

The missile defense crews did know the test was happening yesterday and the rough time window when it would occur, Syring said, but such things have to be scheduled and made public well in advance for safety reasons: “We’re launching an interceptor hundreds of miles north of LAX (Los Angeles airport, to) Hawaii,” he said. “That requires us to shut down large parts of the ocean (to) ship traffic and air traffic.”

In an earlier post by Chris Bergin, a statement by Orbital dated 30 May 2017, "MDA’s goal is to expand the Ground Based Interceptor (GBI) fleet to 44 missiles by the end of 2017".
Hence "Road to 44"

FTG-15 will be the first intercept flight test for the CE-II Block 1 EKV and the C2/CBAU IBV.
It also will be the first intercept of an ICBM range target by the GMD system or any other BMDS element. A successful test will allow MDA to meet the commitment to deliver 44 GBIs by the end of 2017

The MDA plans to build eleven CE-II Block I interceptors – one for FTG-15 and the other ten for deployment.  MDA needs to deploy at least some of these CE-II Block I interceptors (possibly as many as eight) before the end of 2017 in order to meet the objective of 44 deployed GBIs.[4] However, MDA has stated that it will not deploy any of these CE-II Block I interceptors until after a successful intercept test.

                            SUNDAY LAUNCH

Sunday afternoon's planned launch of a Falcon 9 rocket from Vandenberg
AFB appears to be on schedule. The vehicle is slated to lift off from
Space Launch Complex 4-East on south base at 13:25:14 PDT, the start
of an instantaneous (1-second?) launch window.

Following liftoff, the rocket will rise vertically for several seconds
before gradually pitching over and heading south.

If the launch goes as planned, the Falcon 9 will place 10 Iridium NEXT
commercial communications satellites into orbit.

The rocket will exhibit a bright orange flame during the first few
minutes of flight and briefly produce a white contrail as it passes
through altitudes between approximately 33,000 to 38,000 feet.

If the sky is clear, the early portion of the launch should be visible
to the unaided eye from Santa Barbara, Ventura, and San Luis Obispo
counties. The liftoff may be also be briefly visible as far away as
Palo Alto and Mission Viejo.

People in very quiet locations in coastal Santa Barbara and Ventura
Counties and the western Santa Monica mountains may hear a distant,
muffled rumble or perhaps a sonic boom from the launch some time
between T+4 and T+12 minutes.

Members of the general public desiring a close-up view of the launch
will probably congregate west of Lompoc in the vicinity of highway 246
(west Ocean Avenue) and Union Sugar Road. According to the Vandenberg
AFB web site, the public can also view the launch from the Hawk's Nest
on highway 1 (near north base). However, since both areas are near the
coast, there is a high probability that the liftoff will be hidden by
low clouds or fog.

Regardless of where you plan to go to view the launch, allow yourself
enough time to get there well before liftoff. After you arrive, be
aware of your surroundings and possible hazards such as traffic.

The purpose of the ICBM test launch program is to validate and verify the effectiveness, readiness, and accuracy of the weapon system, according to Air Force Global Strike Command.

Col. Michael Hough, 30th Space Wing commander, is the launch decision authority.

"Team V is postured to work with Air Force Global Strike Command to test launch the Minuteman III missile," said Hough. "Our long history in partnering with the men and women of the 576th Flight Test Squadron shows that the Western Range stands ready and able to create a safe launch environment."

The 576th Flight Test Squadron will be responsible for installed tracking, telemetry, and command destruct systems on the missile.

T-0 Forecast: High pressure dominates the west coast, with a thermal trough moving up from the south. Winds aloft will be primarily out of the east-southeast throughout the window with speeds reaching a maximum of 45 knots at T-0 between 35,000-37,000 feet. Some mid-level cloud cover will be present at T-0 and will lead to scattered rain showers between 1000Z and 1200Z driving an end of window POV of 20% for Disturbed Weather. Visibility will be restricted with marine layer fog during the count, but will not impact the mission. Ground winds will be light and primarily from the northwest at 5 – 8 knots at T-0, but variable through the window. Temperatures will range from 56 to 61°F. The overall POV for T-0 is 30% with Upper-Level Wind Shear being the only constraint of concern. By window close we add in the additional constraint of Disturbed Weather.

24 Hour Scrub Forecast: The region of high pressure remains in place with thermal troughing from the south, however winds in the mid-levels will be shifting to bring additional monsoonal moisture from the southeast. Max upper-level winds at T-0 will be from the southeast at 45 knots from 34,000-36,000 feet, and will keep steady through window close. Potential instability from the thermal trough combined with the midlevel moisture enhances the potential for rain showers and lightning in the area. Ground winds will be out of the northwest at 4 – 7 knots for T-0 and variable through the window. Temperatures will range from 59 to 64°F. The overall POV at T-0 will be 40% for Disturbed Weather, 20% for Lightning, 20% for Upper Level Wind Shear, and 10% for Cumulus Clouds.

VANDENBERG AIR FORCE BASE, Calif. - An unarmed Minuteman III intercontinental ballistic missile was launched during an operational test at 2:10 a.m., PDT, here Aug. 2.

                    FALCON 9 SCHEDULED TO LAUNCH
                   30th Space Wing Public Affairs

VANDENBERG AIR FORCE BASE, Calif. - Team Vandenberg is scheduled to
launch the FORMOSAT-5 satellite on a SpaceX Falcon 9 rocket from Space
Launch Complex-4 here Thursday, Aug. 24, between 11:50 a.m. and 12:34
p.m. PDT.

Col. Gregory E. Wood , 30th Space Wing vice commander, will be the
launch safety authority.

"We are proud to provide a safe and secure launch location for our
mission partners," said Wood. "This mission is the practical
demonstration of the professional spirit and teamwork found in the
everyday operations of Team Vandenberg and SpaceX."

The local community can view this launch from the Hawk's Nest on Hwy 1
south of Vandenberg Air Force Base's main gate. Gate opens at 10:30
a.m. and closes at 11:40 a.m. As a reminder the public is asked not to
bring or consume alcohol, smoke, nor have any open fires or barbeques.
Weapons are not allowed, additionally, the use of small unmanned
aerial systems within five miles of any active runway is prohibited.
