SpaceX announced acquisition of signal from Diego Garcia.  How is that arranged?  Diego Garcia is a military base, and Starlink is purely commercial enterprise.  Is Diego Garcia a range asset, available for anyone to use?  Or does SpaceX pay the military for use?  Or the military is willing since they might contract with Starlink?

Aside from KSC, the whole Cape Canaveral launch range is run by the military. SpaceX (and several others) use it to launch rockets. US military assets like tracking radars and radio antennas are regularly used to support launches. The launch range includes downrange tracking assets.
