spaceflightfans.cn lists the Tianlian-1 (05) launch for July 6 23:15 BST - 8 hours = July 6 15:15 UTC.
It also includes this interesting picture of an LV at LC2.  I assume that it's for this launch, but I can't confirm so.

It is not confirmed but I would say and I am sure that the LM 3C / E was used since Tianlian 1D (which is the previous satellite to this one that was launched) used the same launcher.  The LM-3C has not been used since 2012. The first three Tianlian satellites did use the LM-3C
