They're mixing up time of event vs time of confirmation. ISRO said that the burn would've started. We won't get confirmation, or know if it's flawless until another 5 minutes atleast. They only have confirmation of radio occultation.

EDIT: Radio occultation should have started. Confirmation yet to be received
