That's either a badly written article or a major change of plan. Measat was supposed to be launched on a 3SLB, and the 3F being tested was for a weather satellite launch at the end of the year.

A commercial Zenit-3F is a 3SLBF.

There is no word that Zenit-3F three-stage rocket will be used for MeaSat-3a satellite in that report. It is nonsense. Malaysian satellite will be launched by Zenit-3SLB three-stage rocket. In that report is just said that after tests Zenit-3F will be returned into the Integration building. And after that the preparation to MeaSat-3a launch will begin.

SkyTerra-2 has moved to Proton.

From the SkyTerra 8k: "At the same time, on May 19, 2009, SkyTerra LP provided notice of termination for material breach of its Launch Services Agreement (the “Sea Launch Agreement”) with Sea Launch Company, L.L.C. (“Sea Launch”). Following previous discussions with Sea Launch, SkyTerra made the decision to terminate the Sea Launch Agreement and instead to proceed with ILS as its launch provider for SkyTerra’s SKYT-2 satellite"

According to the above, the LL is not happening this year either.  The only Zenit to be launched in 09 is Phobus Grunt, which is not on the Energia manifest since there is no Block DM.

They seem to really be shutting this thing down, at least for the present.  If Sea/Land Launch does not survive, wouldn't it also be the end of the Energia Block DM upper stage?

http://msdb.gsfc.nasa.gov/launches.php informs Eutelsat W7 launch in January 2010. Also there is a launch named SL-40 scheduled in April 2010.

SL-40 is XM-5.  That will not happen before the 3rd quarter, now likely 4th of 2010.

MSDB has been updated again and both launches now say 2010.

They do, for now. I believe launches will switch from Proton to Soyuz at some point in the future. When that happens, the Fregat upper stage will be used.

Briz-M has been used on GLONASS launches in the past. Not sure why they switched back to Block-DM.

They had problems with accuracy of Target Orbit on Briz, which caused shorter service life for Urаgans.
