Yes (although it's active 17:00 - 21:00 UTC, August 11-14).

BTW you can check it from here by searching through "Free Text" (e.g. P3120/23, Q1638/23) and see if it's there. If not, you can check via "Archive Search", select the date of posting (e.g. 2023-06-30) and Flight Information Region (e.g. RJJJ) and see if it's cancelled or not.

The payload is Ludi Tance-4A (陆地探测四号A) and luanch number is Y92.

Since the "LTDC" series current has only 2 known satellites - LTDC-1A & B = L-SAR-01A & B, the 2 L-band SAR satellites launched early 2022, I wonder if LTDC-4A is = "20 m resolution high orbit SAR satellite" mentioned in CASC's Bluebook of China Aerospace Science and Technology Activities 2022, released this January. It certainly fits the literal meaning of "LTDC" - "Land Probing".

XICHANG, Aug. 13 (Xinhua) -- China on early Sunday sent a new satellite into space from the Xichang Satellite Launch Center in southwest China's Sichuan Province.
The satellite, L-SAR4 01, was launched at 1:26 a.m. (Beijing Time) by a Long March-3B carrier rocket, and entered its planned orbit successfully.
The satellite will be mainly used to provide remote sensing information services.
The launch was the 483rd flight mission of the Long March carrier rocket series.
