Can someone translate the footnotes about Y9 and Y10?

Rough translation:
4B Y9: Because the 3rd stage engine used the new YF-40A design, the rocket was renamed 4C Y1
4B Y10: Third stage engione failure
Does all of CZ-4 family now use YF-40A for the third stage or are different versions still used and if so which versions are used on which variants. Also were there changes to first and second stage engines such as YF21C and YF24C/D/E or are YF21B and YF24B versions still used. A detailed list of engines currently employed on all of the CZ-2/3/4 launcher families would be helpful.

CZ-2C SMA s/n Y3, which will be used for this launch, has passed review ahead of shipping out - a good indication that the launch is still scheduled for June.

Is the serial number Y3 just for the upper stage?

I have no clue but the upper stage is confirmed to be Y3

After looking at the CZ-4B serial numbers, I realize that Y9, Y11, Y13, Y18, and Y19 have not been flown. It was confirmed earlier in this thread that CZ-4B Y9 became CZ-4C Y1. This had me thinking that other CZ-4B rockets were converted into CZ-4C rockets.

   CZ-4B Y11 -> CZ-4C Y2
   CZ-4B Y13 -> CZ-4C Y3
   CZ-4B Y18 -> CZ-4C Y4
   CZ-4B Y19 -> CZ-4C Y5

Would it be plausible that the above changes were also made?

According to my files it was for the second time that a Chinese source give a counting of CZ-2C launches. It was told by https://cn.chinadaily.com.cn/a/202107/19/WS60f4f096a3101e7ce975a4db.html (and some other) that the July 19th launch was the 77th mission of the CZ-2C launcher. In agreement with this counting another source (http://calt.spacechina.com/n482/n739/c20060/content.html) reported in May about the 75th CZ-2C launch. Both sources are (from my point of view) reliable.
If one looks into the well known launch statistics we count 45 CZ-2C, 7 CZ-2C/FP, 2 CZ-2C/SM and 3 CZ-2C/SMA orbital launches. There remains a gap of 20 launches, very likely sub-orbital missions of an unknown CZ-2C variant. Footage from wreckage of a failed HRV test has already indicated that for this program the use of a CZ-2C type launcher is likely. But so far I cannot locate any source which confirmed the sub-orbital use of CZ-2C.

It was first discussed in November 2014 in relation to Yaogan 23 launch when the CASC corporate newspaper Zhongguo Hangtian Bao (China Space News) labeled it as the 50th CZ-2C launch since November 1974. (So we can safely add four CZ-2 vehicles to the count.) Back then the difference was only five vehicles; it's 16 by now.
Some of the presumed suborbital launches are 'counted' at the wall of building 901 at Taiyuan as discussed in 2015 and 2016:
