The man that the rocket is named for, Pedro Paulet, designed, built and tested the world's first liquid rocket engine in 1900.  He also designed reaction motors in 1895, propulsion systems in 1900 and an airplane using thermoelectric batteries and rocket engines in 1902.  He also alluded to the use of nuclear propelled rockets for flights to the moon.  Most of his disciples or followers resided in France and Germany.  It's a shame that other South Americans did not pick up where he left off, the aviation and rocket industry might look different today.

The rocket is named Paulet-1 and was launched from the Punta Lobos AFB, at Pucusana (50 km S of Lima).

Didn't find any other details about this :(
