Rather than become a raptor test/maintenance site, Massey's may be destined to be a cryo testing facility.  This would allow them to do this without closing the road to the coast.

Massey's is only a little over a kilometre from Highway 4. There would still be rolling disruption during vehicle transport to/from the site (and for longer, Massey's is twice as far as the launch site form the build site), and any pressure testing necessitating an exclusion zone would likely also cover Highway 4 - the hard checkpoint and all-personnel exclusion zone for launch site ops is around 2.5km - and necessitate a road closure and beach access closure anyway.
It frees up launch site GSE and schedule (not needing to clear the site for tank testing), but also 'costs' a missed opportunity to exercise launch site GSE.

The location of the checkpoint for testing activities at the pad doesn't really tell us how big the exclusion zone is, because they just set up at the last side road so that people heading that direction have a place to turn around. It doesn't seem unreasonable to expect that Massey's is far enough from highway 4 to allow traffic during testing, even the worst case cryo test failure wouldn't throw debris that far.

Pics from this weekend's RGV discussion showed that they're still installing lines to the new cryo stand, and they're purging new piping and draining it.

The ship selection may depend on how long it takes to have the pad and FAA approval for the next flight.

It might be flight prep for S25 or it might be a test of the Infrastructure at Massey's. Maybe a change in procedure with a "pathfinder" article prior to risking Flight hardware.  Or maybe it's both.... it's always tough to tell with SpaceX
