Why would they move Raptor testing all the way to Masseys? For noise reasons? Or no large enough space at Starbase production site? There is no real damage to other infrastructure risk, is there? Did serious mishaps with damage happen at McGregor?

Isolated location. They can test Raptors all day, every day, and not affect operations at the Launch Site or Production Facility. If they had a test stand at the launch site, they would have to shut down operations whenever they wanted to test fire a Raptor.
 
Not saying they will be testing all day, every day, that's hyperbole for the example.

They're not moving McGregor testing.  The factory is there; that's where they validate new units and do their prototyping.

They're adding an additional site, likely for troubleshooting or for requalifying units that they may have repaired.

Is the tower going to be a vertical test stand perhaps? Maybe not, close to the building. Water tower?

You can also trade the beer for a bucket of fish to give to an old Mexican Marine (Who's sung backup for Santana) for his several dozen cats so he'll let you hang out at his place on the river for launches.

Nice to see full bunding for tank tests. Should alleviate the LN2 (and other cryogen) spill concerns raised by USFWS.
