One of the new task for the expanded Armada is communications relay boats deployed for global Starlink coverage. SpaceX need to eliminated zones where they don't have ground station coverage.
I assume you are being funny, here. The biggest and most immediate reason to implement ISL (inter-datellite links) is to remove the need for universal ground station coverage, especially in ocean areas. but more generally in all low-density areas.
You are thinking of user terminals on the ground. However think you need ground stations to pick up signals from non-Starlink SpaceX spacecrafts in orbit. Have edit my previous post to clarified.
Spacecraft in orbit can communicate with satellites in orbit. I don't know if SpaceX will integrate spacecraft comms with Starlink or if they will use a separate constellation. By comparison with Starlink, spacecraft comms has relatively low aggregate bandwidth demand, so it's feasible to use RF instead of lasers, especially since some RF bands are not useful space-to-ground and are therefore relatively uncluttered for space-to-space.

Signet Titan zipped up the coast after dropping off JRTI after SL 6-12, and is now visiting Bob in Jacksonville.  What's going on??
