Does anyone know of current information regarding status and plans for launches by Ecuador?  For the past couple years a few websites indicated there were plans for a suborbital manned launch in late 2009, even going so far as to name the intended astronaut, but those sites still contain exactly the same information and have never been updated.  You would think if a Civilian program was developing there would be more information available as time passed, not less.

There is a website for what is called the Ecuadorian Civilian Space Agency (  Their last press release was in September 2008!  The other info on the website seems equally outdated.

Does Ecuador have any sort of loose manned launch development program?  Has it been scaled back?  Delayed?  Abandoned?  Or did it never exist?

Ecuador has signed a contract with the Chinese to launch their first satellite in April of this year:

The NEE-01 Pegasus was launched in April, and Ecuador has since built three more satellites, all of them launched aboard foreign SLVs:
* NEE-02 Krysaor - launched November 21, 2013
* UTE-UESOR - launched July 14, 2017
* UTE-Ecuador - launched July 5, 2019

However, Ecuador has no manned orbital launch development program at all as far as I'm aware.
