I thought that, but having asked the people who track SpaceX related ships,  apparently these are different tanks than were sent to KSC.

Makes sense. I wonder if we will still see Raptor testing there like was originally stated, in addition to cryotesting. 
 
If they do end up moving Cryo-Tests to Masseys, will be a great efficiency gain in their operations.

Adding three more liquid nitrogen tanks does definitely look to me like adding a lot more capacity to do larger cryo tests at Massey... Effectively replaces the need to do them at the launch site and having to close the road to perform them. The interesting part comes from the water tanks, manifolds, and pipes. If those also go to Massey and not just for storing them there then we have more fun things going on down there...
