USSF-51 seems the only option for this launch:

Quiet Barker?

Silent Barker is a planned mission for the NRO. The USSF-51 will operate on behalf of the US Space Force

What does that have to do with the launch earmarked for launch on 21 July?

When you mentioned "Quiet Barker", you may have referred to the as-yet-unlaunched SILENTBARKER mission for the NRO, but that mission isn't scheduled for launch until later that year, and while USSF-51 isn't an NRO-operated payload, we're not sure if the July 21 launch window for USSF-51 is based on anonymous US Space Force and ULA sources.

Newton_V likely has more insight into the Silent Barker launch date than you do

I can't follow this logic at all.  I was replying to the post directly before mine.

They mention a range conflict with the July 21st Starliner launchdate.

With USSF-51 NET Q2/June,
ViaSat-3 EMEA NET September,
and NROL-107 / Silent Barker NET November,

USSF-51 looks like the only possible option for that range conflict, so USSF-51 is likely scheduled somewhere in that timeframe.

Atlas V s/n AV-102's first stage is on the left, with the information board saying it to be "Supporting National Security". Since Spaceflight Now indicates the other Atlas V launch left for the US military - USSF-51 - is using AV-101, it seems AV-102 is for NROL-107's launch.
The Atlas V first stage with the label AV-102 is actually in the middle, so the Atlas V first stage on the farthest left is probably for the Atlas V s/n AV-101 to be used to launch the USSF-51.

Since a recent US Space Force presentation lists the NROL-107 launch as planned for August 29, 2023, maybe the USSF-51 will be launched after NROL-107.

That is a target launch date subject to change. They only show the next DoD mission on each launcher. This graphic gets updated after each launch occurs with the next missions in line.

All Atlas, Vulcan, and Delta launches are after L-107

During a press-briefing in advance of the NROL-107 / Silent Barker mission, Tory Bruno says this launch is scheduled for Early Next Year: (15:33)

With this launch (NROL-107), one more Atlas V 551 remains in the NSSL inventory as the Space Force
approaches the end of a long and overwhelmingly successful era featuring the mighty Atlas.

One more mighty 551 to go for NSSL.

Oof. I know of a lot of people that were wrongly assuming this one was a 501 mission and they won't be happy to hear this (thankfully not my case heh)

Combining this with the quotes from Tory Bruno that this is a “repeat mission” (can’t find back the source) and that -51 is “relatively similar” to -67 that flew on Falcon Heavy this January and -106 that is now 1st operational USSF Vulcan launch, the obvious choice of comparison mission is AFSPC-11 in 2018 and maybe USSF-67 as well (or at least this thing is also going directly to GEO):

Cross-post:
I know there's been quite a lot of confusing jumps on the schedule of certain classified missions for SpaceX. This is not just for them but also ULA and such and if you remember it's also been a problem for a while as well (see USSF-44 being delayed 2 years). Not sure what's going on but it doesn't look like military payloads have had the best of luck lately trying to be on schedule.

This is in relation with the USSF-124 mission jumping back and forth on nextspaceflight from NET November to NET October 31st, etc. We'll see what happens with that mission - same with USSF-52 and friends.

Only if the final Delta IV Heavy launch with NROL-70 goes smoothly with no delays. AIUI ULA  could only conduct one launch campaign at a time with the resources they have currently.

Unless USSF-51 launches during late January to early February before NROL-70. Which seems unlikely, IMO. As NROL-70 is likely the highest priority launch for the USSF in 2024.

Vulcan V001 Cert-1 successfully launched January 8!  This is probably the next SLC-41 launch, before the second Vulcan launch.

Edit/add
Any signs yet of this launch campaign?
