Q&A Gemini suit loop pressure

Hi, i would really appreciate some help in understanding the role of the suit pressure demand regulator..
https://www.ibiblio.org/apollo/Documents/GeminiManualVol1.pdf
See section 6-43 for a description of the valve, and there's a diagram of the suit loop earlier in section 6.
My questions are around the operation of this valve under normal situation. Does the makeup oxygen get added to the suit loop only when the loop pressure is lower than some value? And according to the text, the regulator maintains the suit loop pressure below the cabin pressure, yet it only vents to the cabin, so how is this possible?
I'm guessing that in some wy, this valve both regulates pressure, and splits the flow between going to the compressor and filter and around the loop, venting used air to the cabin, and adding new oxygen, but the exact way these are balanced is very unclear. Can you help?
