A target of launching up to 10 earth observation satellites has been set for the fiscal year 2020-21.
So we understand that from April 1st, 2020 to March 31, 2021 the following observation satellites are intended to be launched:
OCEANSAT-3,
GISAT-2,
RISAT-2A,
HRSAT-1/2/3,
CARTOSAT-3A,
INSAT-3DS,
RISAT-1B,
OCEANSAT-3A

Since RISAT-2BR2 and GISAT-1 are not in this list, we have to take it with care...

The missions in the above Lok Sabha transcript are for the 2020 indian fiscal year which begins on April 1st and ends on March 31st 2021. Since both RISAT-2BR2 and GISAT-1 were planned for launch in january/february of this year they would fall under the 2019 fiscal year and hence that would explain why they are not in this document.

Launch "later in 2023."  ISRO orbital launch schedule is apparently fully accounted for into July 2023.
