RISAT-1A/B is planned to be launched by a PSLV by year end [2018].

There is something wrong in the arrticle. It should be RISAT 1A, which is know for some time to be launched this year. RISAT 1A is also a C-band SAR satellite as described in the article, while RISAT-2A is an X-band SAR, which is planned for 2020.

Is there any documentation that Oceansat-3 could take the C50 launch?
Also, is there any documentation that puts the first two GNOMES satellites aboard C50 instead of C53?

PlanetIQ plans to fill out its constellation quickly, launching 18 to 20 radio occultation satellites between mid-2020 and mid-2022.

There is a match between the GNOMES-2 orbit description in the SpaceNews article and the PSLV C50 orbit in the PlanetIQ table from last year.  (SSO, 06:00 LTDN)

RISAT-1A had been put forward as the primary payload of PSLV C50.  It may have been moved off of C50 and onto another, later launch.

Its predecessor, RISAT-1, launched into SSO on April 26, 2012, at 0017 UTC = 05:47 IST.  (From the launch coverage in the launch thread, launch appears to have occurred near local dawn.)  The local time of descending node (orbit crossing equator north to south) would be close to 06:00.

This would have placed RISAT-1 into a dusk-dawn SSO, which would allow constant illumination of the solar panels, without panel rotation, to supply the electrical power for radar mapping and reconnaissance.

RISAT-1A and 1B appear to be direct replacements for RISAT-1.  If so, at least one of the two will also launch into a SSO with LTDN 06:00.

I therefore conclude that RISAT-1A will the primary payload aboard a PSLV-XL, currently scheduled for launch in July 2020, with GNOMES-2 as a secondary payload.

If RISAT-1A does not launch aboard PSLV C50, then the launch is free for another payload--Oceansat-3?

As always, I seek correction.
