Sounds like it was a static fire test in which the malfunction occurred.

S85 (First stage motor) static test failed due to design issues

Also importantly, the article speaks of a six month time period to test the new motor(s). Which means the SSLV-D1 launch will be delayed well beyond September of this year.  I may have spotted some sloppy editing here. In one paragraph, the Economic Times report says 'in all probability' the SSLV schedule will have to be revised. Meaning there is still a glimmer of hope that they will stick to the April launch date. But later in the article, the ET specifically asks how long it will take to test the static motors, and an ISRO official replies 'about 6 months'.   So there is no question whatsoever of a delay. It will be delayed.
