From PSLV C53 post-launch press conference (at 19:25): RLV-TD LEX tests hindered due to upper atmospheric disturbances caused by monsoon. They tried few helicopter sorties, and they were not able to achieve desired "pillbox" i.e. desired velocity, altitude, azimuth required for landing test.

RLV and ORV (Orbital Re-entry Vehicle) roadmap. Planning an orbital reentry mission with RLV mounted on top of GSLV Mk2.
