 Any news/update on GSAT-11, launched by Arianespace last December?   At the time, it was stated it would take many months to set up the ground systems for the satellite, and that a friendly foreign interest( must be France or Israel)  would be helping out with that task.   The satellite is the largest ever built by ISRO, at 5854 kg.

 Is GSAT-11 now operational?

I don't recall India having any plans to buy rocket engines from Russia ....

I don't recall India having any plans to buy rocket engines from Russia ....
IMO it is a politically motivated statement as ISRO are currently testing Ukrainian derived engine SCE-200 and stopped flying Russian KVD-1. It could be technology transfer but that would raise flags in the West.

Maybe it's not a launch vehicle engine, and is instead an engine for propulsion in space.

Given the state of US-Russian relations, I'm not sure that raising flags would have significant effects anyway.

Hopefully this is the most appropriate place to discuss, if not do guide me as I'm not very familiar with this site.   
So I've heard a couple of years ago from an ISRO employee that all of ISRO's Propulsion/Aerodynamics hires are from its very own IIST. Is this still true? I'm very passionate about Aerodynamics but I'm not from IIST.

Not necessarily. ISRO takes in from a good blend of folks through ICRB, IIST and campus placements from IITs.

As per post launch speeches after recent M1 launch  the next mission is PSLV C47/Cartosat-3 sometime in october.

Ok. Well if it’s in October, the aim of having 10-12 missions in a year will not be achieved right ? Mind you, it’s better that they go slow and steady rather than hurrying things through and making a mess of it...

 A new Lander-Rover mission has been announced, and they have even stated a deadline of Nov/2020 to launch it. This time, it looks like they won't be having an Orbiter, there will be an additional propulsion module to perform the orbital manoeuvres. Nice to see them being gung ho, and to declare a deadline!

Apparently, PSLV C-47 was the first flight of the indigenous Vikram microprocessor, which will be used on all future flights going forward:
