Something’s telling me that the new fairing is being constructed with lightweight material.

The new payload fairing is made up of composite material so yes it will be lighter. But main benefits of new payload fairing will be increased payload bay space and reduced aerodynamic stress on the vehicle during the atmospheric phase of flight. The GSLV Mk-3 also underwent a similar change between the X and D1 missions with it's heatshield also being changed to a composite based ogive design.

The new payload fairing is made up of composite material so yes it will be lighter. But main benefits of new payload fairing will be increased payload bay space and reduced aerodynamic stress on the vehicle during the atmospheric phase of flight. The GSLV Mk-3 also underwent a similar change between the X and D1 missions with it's heatshield also being changed to a composite based ogive design.

I think they choose the fairing materials as per payload mass requirement to optimise cost and time.

No. It was removed several years ago and onboard propellant of GISAT-1 was increased by around 1000kg to compensate.

ISRO's official stance is that this will still launch before the end of the month however sources from the launch site are saying that a mid february launch is more likely given that launch campaign only began in early december.
