My theory on EMIsat is that it is an Electromagnetic Signal Intelligence Spy satellite being developed for Indian MilitaryFew years ago there was a reference to a plan to design ELINT and SIGINT payloads for satellites that appeared to be under a DRDO project name called KAUTILYA. The reference appeared in the 2013-2014 annual report of drdo Ministry of Defence see Page 95 of : https://web.archive.org/web/20160304075105/http://www.mod.nic.in/writereaddata/AnnualReport2013-14-ENG.pdf ISRO will design the satellite and DRDO will design the payload. The above info is my theory and is currently unconfirmed.Edit: I have contacted a few Indian defence journalists by email and waiting to hear back. I hope they respond.
