Are serial numbers of Soyuz and Fregat known?

According to the Russian launch schedule thread:

July 07 (188:xx:xx:xx.xxx) - Kosmos-2557 (Glonass-K №16L / Block K5s) - Soyuz-2-1b/Fregat-M (Я15000-056?/112-16?) – Plesetsk, 43/x
So, there is Fregat-M, not just Fregat.
The Russians apparently name as "Fregat" what RH names as "Fregat-M."  Apparently, if an identical stage was launched from Kourou atop a Soyuz-ST, then it was named "Fregat-M."

Clear as mud, yes?

Typically any Arianespace, Starsem and Glavkosmos commercial launch for Western customers uses the M, MT, SB et al designations regardless of launch site. Fregat sometimes depending upon year and source asked refers to the original version of Fregat whereas M stood for modified depending on the era.

MOSCOW, July 7 - RIA Novosti. The carrier rocket "Soyuz-2.1b" with the Russian navigation satellite "Glonass-K" was launched from the Plesetsk cosmodrome in the Arkhangelsk region, the Russian Defense Ministry told reporters.

"On Thursday, July 7, at 12.18 Moscow time , a Soyuz-2.1b medium-class carrier rocket with a navigation spacecraft was successfully launched from the State Test Cosmodrome of the Ministry of Defense of the Russian Federation (Plesetsk Cosmodrome ) in the Arkhangelsk Region " Glonass -K", - noted in the military department.

As specified in the Ministry of Defense, all pre-launch operations and the launch of the rocket took place in the normal mode. The control of the launch and flight of the launch vehicle was carried out by means of the ground-based automated spacecraft control complex of the Russian orbital group.

GLONASS is one of the four systems created in the world, similar to the American GPS , the Chinese BeiDou and the European Galileo. The GLONASS system is of particular importance for the effective solution of the tasks of the Armed Forces. The signals of the system are used in high-precision weapons, unmanned aircraft, for the operational command and control of troops.

MOSCOW, July 7 - RIA Novosti. The Fregat upper stage launched the Glonass-K navigation satellite into orbit, the Russian Defense Ministry told reporters.

"The Fregat upper stage successfully launched the Russian navigation spacecraft Glonass -K into orbit ," the agency said.

The carrier rocket "Soyuz-2.1b" was launched from the Plesetsk cosmodrome at 12.18 Moscow time.

"The launch of the Soyuz-2.1b carrier rocket and the launch of the Glonass-K spacecraft into orbit by the Fregat upper stage took place in the normal mode," the Defense Ministry added.

The satellite was accepted for control by ground facilities of the Main Test Space Center named after G. S. Titov of the Space Forces of the Aerospace Forces, a stable telemetry connection is maintained with it. "The onboard systems of the spacecraft are functioning normally," the department stressed.

MOSCOW, July 7 - RIA Novosti. The Glonass-K navigation satellite, launched from Plesetsk on Thursday, has been included in the Main Catalog of Space Objects of the Russian space control system, the Russian Defense Ministry told reporters.

Earlier Thursday, Fregat successfully launched the Russian navigation spacecraft Glonass -K into orbit . The carrier rocket "Soyuz-2.1b" was launched from the Plesetsk cosmodrome at 12.18 Moscow time.

"Specialists of the Space Control Center of the Space Forces of the Aerospace Forces have entered information about the Fregat upper stage and the new Russian navigation spacecraft Glonass-K into the Main catalog of space objects of the Russian space control system," the military department noted.

As specified in the Ministry of Defense, officers of the Space Control Center began to analyze and process coordinate and non-coordinate information about the Glonass-K and Fregat after the device was launched into orbit and the operations to remove the upper stage were completed, in order to accept them for escort by ground means of the Main center for reconnaissance of the space situation of the Space Forces of the Aerospace Forces .

The main catalog of space objects is a single database that contains information about each space object. The catalog includes orbital, radar, optical and other data on objects of artificial origin at altitudes from 120 kilometers to 50 thousand kilometers.

The new satellite will join the orbital constellation of the Global Navigation Satellite System #GLONASS.  Now it includes 25 spacecraft, two of the new generation Glonass-K and three more are under maintenance.
