The web version at the regulations.gov link is not 100% identical to the pdf doc retrieved from the fisheries.noaa.gov site.  One difference is the web version mentions possibly reactivating another launch site at Vandenberg.  It mentions they're looking at Vector, Firefly, and New Glenn as well as other unnamed future launchers.  There is a mention of the sound levels from one SpaceX landing measured at one of the pinniped haulout sites.
