"The launch of a Luch satellite from the Baikonur space center atop the Proton-M carrier rocket has been scheduled for late November," the source said.

The multifunctional Luch data relay space constellation entered service in the test mode in February 2016. Its purpose is to relay data to low-flying rockets and spacecraft, to altitudes below 2,000 km. In particular, the system transmits data between the Russian segment of the International Space Station (ISS) and the Mission Control Center.

Kosmos-2501 (Olimp-K №11L [Luch-5X №1/Luch-4] was the previous flight.

Is this the Russian version of TDRSS?
For the dual use Luch-5 family yes. However this Olimp-K flight only uses Luch-5X as a cover name and is purely for FSB, MoD Etal use and not for ISS.

Launch now scheduled for December 30 according to a source on the NK forum.

- The launch of the biosatellite "BION-M" No. 2, most likely, will take place in 24. Regarding "BIONA-M" No. 3, we assume the possibility of its launch in 2027-2028, subject to the start of work in 2023. So far, there has been no response to our proposal.

On June 8 VNIIEM’s deputy general director for space systems Aleksandr V. Gorbunov gave a presentation on results achieved by the VNIIEM Corporation in the first five months of the year and plans for the remainder of the year.  The presentation somehow ended up online, although it was most likely not intended for public consumption.  The link to the presentation no longer works, but the slides shown by Gorbunov can still be seen via Google Images (see the attachments).

This is what can be learned from the presentation:

1) A satellite called MKA N°1 had entered “the final stage of preparations” at VNIIEM’s production facility and was scheduled for launch in the second half of the year. Also scheduled for launch in the second half of 2022 were satellites named MKA N°2 and N°3.

“MKA” is an abbreviation for “small satellite” and is almost certainly used as a cover name for military satellites, possibly Razbeg and/or Geovysota. It is not clear if the three satellites are identical and if they will be launched together or individually. A logical assumption is that they are payloads for the Angara-1.2 launch scheduled for October, but an insider on the NK forum has hinted that this is not the case.  Another possibility is that they will fly on one or more Soyuz-2-1v rockets.

2)  Meteor-M N°2-3 is undergoing final assembly and testing. Production of Meteor-M N°2-5 and 2-6 is underway “taking into account import substitution work”. Strangely enough, no mention is made of Meteor-M N°2-4.

3) Ionosfera-1 and 2 are undergoing final assembly, with pre-launch testing to start later this year.

4) Kanopus-V-O, approved by a government contract on June 15, 2020, is now in the preliminary design phase.

5) A first round of talks was successfully completed earlier this year with an unidentified foreign partner to build one or more remote sensing satellites. Possibly, that foreign partner is Iran, for which VNIIEM built the Khayyam satellite, launched last month (also mentioned in Gorbunov’s presentation). After the Khayyam launch, there were reports saying that an agreement had been reached on constructing an additional three satellites.

6) Gorbunov also said that the country’s leadership had made a decision earlier this year to deploy a joint Russian-Belarusian remote sensing satellite system (RBKS). What is called “pre-contractual work” on RBKS was to begin in the second half of the year. All this is somewhat surprising, because Roscosmos inked a deal with VNIIEM on the development of RBKS back in March 2018. This would now appear to have been no more than an agreement to start preliminary studies of the system, with a final contract yet to be signed.

Regarding Ekvator; my bold:
A recently published document makes it possible to determine with a high degree of certainty that Ekvator is a communications satellite that Russia is building for Iran (as has already been speculated earlier in this thread).  The document is a detailed 250-page report published by the Moscow State University of Geodesy and Cartography (MIIGAiK) which assesses the environmental impact of the Proton/Briz-M launch carrying Ekvator.

According to the MIIGAiK report, Ekvator is scheduled for launch in the first quarter of 2024. It is unclear if a deal has been reached with Russia on launching any follow-on satellites. Although the satellite is so far referred to only with the Russian word Ekvator, it may very well be announced with the Farsi word for "equator" once it reaches orbit.

A document published on September 29 by the Russian insurance company Ingosstrakh sums up the launches that were still planned for the remainder of the year at the time.

The ones that haven't taken place by now are Gonets-M/Skif-D, Progress MS-21, Kupol (Tundra) nr. 6, Glonass-K2 and Luch-5 (Olimp). Today's scrubbed Soyuz-2-1v launch is not included for some reason (and there may be others as well).

The name of the Angara-1.2 payload launched last week (Kosmos-2560) is confirmed as EO MKA. While the Angara-1.2 launch of April 29 is listed as a succes, its payload (most likely another EO MKA) is described as having been lost.

According to the general director of the enterprise, two such rockets are currently at the Baikonur cosmodrome, and two more will be sent in the near future. “When the payload is ready, we will launch,” he added.

Varochko also said that the payload for five of the 12 Proton heavy launch vehicles had been determined.
