Falcon 9 expendable launch delayed to Q4?

I do not think that any expendable launches will be needed. The expendable launch was needed to enable the second batch of three reaching operational orbit faster, but with only two sats per launch, this is likely possible with reusable Falcons.

Given that LC-39A is apparently solidly "booked" through Q3, I suspect all three of the Q3 launches will be from SLC-40.

The next several currently known LC-39A launches:

Currently still mislabeled as a triplet satellite launch.

SES: O3b mPower delayed again, service to start Q2 2023 [...] (August 4, Space Intel Report)

Paywalled, but the free snippet has information about a delay of the first 3 launches to Q4:

Quote
Satellite fleet operator SES reported another delay in the deployment of its 11-satellite O3b mPower medium-Earth-orbit constellation, saying launches would not start until late this year.

SES said launches of the first six satellites, which will trigger the start of commercial operations, will occur on three SpaceX Falcon 9 launches between October and December.

In case you want to see list of SES launch dates:

SES H1 2022 results, has on page 5, a table of launch dates including O3b MPower 1&2, 3&4 and 5&6 being Q4 then 7&8 2023 and 9-11 2024.

SFN Launch Schedule, updated August 15:
NET October 2022
= Q4

Also, I noticed some days ago that the NextSpaceFlight, mPower 1 and 2 listings for the first three mPower pairs are all NET December.  Why?

[Same question, same answer for the first two WorldView Legion pair launches.]

We use "end of the quarter's month" for launches known to the nearest quarter, so that means NET Q4.

In an interview published this week an SES exec says the satellites are just months from launch.  That really doesn't sound like 3 launches in Q4 to me.

Launch photography (16 Oct version) lists 4 launches from pad 40 in November: Galaxy 31 32, Hakuto-R/Rashid, Hotbird 13G and Eutelsat 10B.

Spaceflightnow lists O3B mPower 1&2 from pad 40.

So Nextspaceflight
https://nextspaceflight.com/launches/details/2599
seems justified in saying NET December

I don't see Eutelsat 10B mentioned on the website.
