A Bing translation says these are the final two Rokot launches. Not the same as Dnepr, which is a different program.

I take it the above regards the conclusion of Eurockot Launch Services?

Not the retirement of Rockot for Russian orbital launches?

The Sentinel 2B has been launched by Vega VV09 earlier this month. Esa decides to swap Sentinel 2B and Sentinel 3B. Now both sentinel 3's are going to be launched by(EU) Rokot. Both Sentinel 2's have been launched by Vega.
Sentinel 5p is planned for launch during the summer. Sentinel3B will launch during H2 2017. All assuming manifest holds and Russia allowes these launches.

Getting a satellite launched hasn't gotten easier the past years.
