On NASA TV it was said, that Cygnus will be unberthed from Unity nadir on December, 3. And then it will put in a position above Harmony zenith for a 12 hour equipment test and then released on December,4. But I suppose, that they use EST.

November 12  12:19:54.6 - Cygnus (OA-8) launch


During the coverage of the solar array deploy, the NASA commentator said launch took place at 07:19:51 AM Eastern time (12:19:51 UTC).  Not sure if your source for time is better or not (you've got 1 more sigfig than the above).  It can be found at time mark ~19m30s in the below video:

It appears that the NASA PAO (Rob Navias) was referring to the T0 time, which is actually engine ignition. What Salo listed is technically correct as liftoff occurred 3.6 seconds after engine ignition.
