What are the salvage rights for abandoned things like sunken ships, airplanes, falcon 9 first stages?

If it is government, the government maintains ownership unless it gives it up. Spain still owns galleons that sank 400 years ago.

Wouldn't you just love to park a rocket engine in your front yard, put lights on it in christmas.

There have been several cases where groups have recovered rare aircraft, restored them, and the government hs come buy and "taken" them back.

You know how much I would love to have a rocket with the same name as the road I live on parked in my front yard...

Yeah, there's also been inconsistency about this. USAF has allowed recovery of its aircraft. U.S. Navy does not. And the U.S. government has enforced the ownership rights of other governments. A little searching will turn up the case of the Spanish galleon found near Florida. The U.S. government enforced Spain's right to all the gold.

Bottom line is that before you try to salvage it, you should call a maritime lawyer.

I'm sure SpaceX had a decent amount of telemetry data to know reasonably where they ended up, but how close could a member of the public come at guessing where it hit the water.
