What WOULD be a healthy deterrent, short of a new player maturing on the space/defense field?

Some kind of whistleblower protection guarantees, knowing that any alleged wrongdoing will be promptly and very thoroughly investigated, and a BIG hammer coming down on any company found to be breaking the law.

The government has to prosecute people, not just companies.  The people who are proven to have violated the law have to be sent to prison.  When prosecuting these cases, the net should be cast wide to catch anyone who knew but did nothing.
