(exception 1020 and 1021 were Fregat)All units for Soyuz in Baikonur, Plesetsk or Vostochny are named as "Fregat".In the most sources, the Fregat (No. 1022 ? and following) for these launch sites named as "Fregat-M"

Gonets: There was no launch with Fregat in a polar orbit from Plesetsk, until now. Maybe that's not possible. Who knows that?So maybe the decision was Baikonur or Vostochny. And the only available launch pad in Baikonur 31/6must be relieved.
Serial numbers №112-10 to №112-13 are for GLONASS. Prices match up with known contracts; and appear to exclude the Gonets procured Fregat and fairing.

09/19/2019September 18, 2019 from the territory of the Scientific and Production Association named after S.A. Lavochkina (part of Roscosmos State Corporation) 3 containers were dispatched with Fregat-M booster blocks developed by NPO Lavochkina JSC. On September 19, the goods were delivered by flight to the Krainy airfield serving the Baikonur cosmodrome. As part of the Soyuz-2 launch vehicle, the Frigate-M boosters will provide launching of spacecraft of the British OneWeb satellite system. The first launch of OneWeb satellites from the Baikonur Cosmodrome is planned for the fourth quarter of 2019.In June 2015, Roscosmos State Corporation signed a contract with Arianespace and OneWeb for the 21 commercial launch of 672 communication satellites of the OneWeb space system on Soyuz-2 launch vehicles with booster units of the Frigate family from Baikonur, Vostochny and Guiana Space Center cosmodromes. . It is planned that due to the full coverage of the Earth’s surface, the orbital constellation of OneWeb communication satellites will allow users around the world to provide broadband Internet access. The creation of the Frigate booster block allowed Russia to significantly strengthen and expand its position in the international market for the provision of spacecraft launch services. Since 2000, 78 launches of Fregat booster blocks of various modifications from 4 cosmodromes have been carried out: Baikonur, Plesetsk, Vostochny, Guiana Space Center.
NPO Lavochkin: three Fregat-M for OneWeb shipped to Baikonur
Is that possible? Does anyone know that?
