Just a reminder that the Nancy Roman Grace telescope is derived from reconnaissance satellite hardware.

The mirrors and the mirror tubes are NRO supplied, but the rest is either newly built or newly designed. Diagram from NASA attached.
Was it ever firmly established whether the two donated optical assemblies were ex-FIA, or whether they were from Block III KH-11s that never reached integration before events overtook the programme - i.e. by the time FIA was revealed as a misstep, it made more sense to develop, build, and fly Block 4s rather than a one-off/two-off 'Block 3-and-a-half' with old optics but new sensors and bus?

I have been going through the declassified documents. It's a bit slow-going, because a number of them are big. But there is some interesting stuff on KENNEN there. They walk up to the launch, but nothing about operational satellites. That said, there is enough material to provide a sense of how they expected KENNEN to fit into the overall imagery architecture.
I'll post some short comments about what I have read so far, but as an example, the original launch date for the KH-11 was October 1976 and they made it by December 1976. Pretty close. But what is even more impressive is that apparently the system was delivered very close to the original budget estimate (only a few percent more).
The expectation was that KENNEN could deliver "most" of the capability of GAMBIT-3, but not the highest resolution. Because of this, GAMBIT-3 was scheduled for termination with vehicle 54. However, KENNEN was not able to replace HEXAGON, so as of 1976, the plan was to continue HEXAGON. But the documents don't indicate plans to continue HEXAGON indefinitely. No discussion of the number of HEXAGONs to be procured. My assumption is that they planned to compensate for HEXAGON in some other way, but that had not been thought out yet.

I've been trying to get through the newly-declassified documents. I still have a lot more to read, but it's a good collection with a lot of different bits of information in there. I'll write some more commentary later, but wanted to share my quick notes on some of the stuff I've read.
• Several reports to Congress in the mid-1970s. This is important because NRO did not really report to Congress before around 1973 or 1974. The head of the CIA usually met with the chairs of the congressional intelligence committees in the 1960s and that was all it took. It was not until the 1970s that Congress actually started to review the NRO budgets, and that’s reflected in the documents.
• A note that a March 1976 GAMBIT mission achieved 4.5-inch resolution, the best to date. (They released that info by accident, because it was deleted in another document.)
• Mention that the previous GAMBIT had achieved the best resolution to date.
• Discussion of plans to retire GAMBIT but keep HEXAGON after KENNEN proved itself.
• Mention that there was significant uncertainty about some aspects of KENNEN’s capabilities before launch.
• Mention of something called “MYNA” (no details).
• Confirmation that Congress killed a major National Reconnaissance Program satellite program in 1976.
• Some interesting bureaucratic language about the shuttle that essentially adds up to “we’re stuck with this thing.”
• Mention that there were two studies underway for using shuttle. One was for mounting a covert payload on every shuttle launch. Never saw that before. The other was about transitioning satellites to shuttle.
• Indications of some other imagery systems to follow KENNEN. I somewhat suspect that this was capabilities to be added to KENNEN, maybe infrared. But the stuff is deleted.
• Mention that the NRO had a role in augmenting DSP. Also that it somehow provided NUDET nuclear detonation detection capabilities. Almost certainly hosted on other satellites like JUMPSEAT.
• A sprawling oral history of the Naval Research Laboratory’s NRO activities.
• A document listing the responsibilities of the NRO’s Program A (SAFSP, the Air Force NRO component) to uphold the president’s February 1976 order banning domestic surveillance activities. The memo notes that Program A operates COMINT satellites and tests them over the US using special equipment, such as vans. It notes that they have to be careful to not collect civilian communications. Similarly, if they do this over foreign territory, they have to follow procedures.
• A bunch of documents about arms control and satellite verification.
