"L" in "NROL" stands for "launch". It's a name linked to the launch itself, not to the payload ("Orion 11/Mentor 9" is the presumed payload name).

I understand that NROL designations apply only to NRO launches and that NRO codenames are different from the presumed name for payloads associated with a certain launch, but I should emphasize that the table in post #97 is dated because the NROL-91, NROL-82, NROL-101, NROL-71, NROL-52, and other NRO launches involving the Delta IV, Atlas V, and Minotaur rockets highlighted in italics have been launched in the past few years. The satellite designation USA-345 is cited by Gunter's Space Page for the satellite launched as part of the NROL-68 mission, and the Defense Daily now reports that the Vulcan will be used for the NROL-64 and NROL-83. Hence, the table in post#97 should be updated to reflect that NRO launches highlighted in italics have been launched and given USA-series satellite designations.
