Apollo on the moon: inevitable decision?

In 60s the Apollo moon landing was inevitable with every President after Gagarin flight,or Nixon (or another Repubblican or Democratic President,ad exemple Henry Cabot Lodge,Nelson Rockefeller or Hubert Humphrey) Could take a different decision? And what? the X-20 dyna soar and X-20X (a "shuttle space vehicle" with a four-man mid-deck)? A large Saturn-derived space station with Gemini or Apollo ferry-capsule? Other?

The Eisenhower administration wanted a civilian presence in space. Starting with Vanguard and ending with NASA. What if they had not pushed the civilian aspect. ABMA would have pushed the Saturn for many space uses. The military would have had the manned space program. Would that have resulted in a different outcome. Earlier space stations? Continuation of Dyna Soar?

In response to your subject title, however: No.  Nothing in history is inevitable.  Different people will respond in different ways to events.

How about no civilian space program and General LeMay becomes head of the Strategic Space Command?  Orbital manned spacecraft with nukes patrol from orbit. Military manned recon space stations are placed in orbit.

Improbable.I think that 2 options were more probable:A space station,or a reusable lifting body.
