From the EMISAT end of launch speech, this is the next launch, planned for the middle of May on C46!

This article says that this mission is RISAT 2BR1, not RISAT 2B.

If the mass of the RISAT-2BR1 is similar to that of RISAT-2 (300 kg) then there should be some co-passenger payloads on this mission. If so i wonder what they are?

We do not know the PSLV version yet so we don't know how much excess capacity there will be.

Nor do we know the configuration of the RISAT 2B / 2BR1 / 2BR2 satellites. Keep in mind, that RISAT 2A is completely different from RISAT 2.

Hmmm...same newspaper of record, articles separated by only two days, quotes from two different high-ranking ISRO officials--resulting naming two differing payloads for the next PSLV launch. ???

As in the use in law, the specific over rides the general, so I believe the actual payload is RISAT 2BR1.

No official info on this yet. However if we assume that RISAT-2BR1 has similar lift off mass to RISAT-2 (300kg) then it is very likely this will be a CA launch. Of course if there turn out to be co-passengers onboard this can easily change into a DL/QL/XL config based on extra payload capability required.

An ISRO document of April 11 says it is RISAT-2B:

https://www.isro.gov.in/sites/default/files/monthly_summary_for_march_2019.pdf
In the same document :
Quote
ISRO participated in the GGE (Group of Governmental Experts) on PAROS (Prevention of Arms  Race in Outer Space) during 18th-29th March 2019 at Geneva

Hazard Areas for C46

https://www.google.com/maps/d/viewer?mid=1FJ2KJvW2LWPc-fB_9Wb4faAluSCfyrEk

So this time they are deorbiting stage #4, unlike flight C45 stage #4 which serves as a satellite bus.

Could this SAR (Synthetic Aperture Radar) satellite be bound for an orbit similar to that of Lacrosse/Onyx numbers 1, 3, and 5?  These SAR reconnaissance satellites were/are in a 57o orbit.
